29) Appeal of the Planning Commission's Action to Deny Planning Application No. 2016-112 (Kassab Travel Center Carwash) to Replace the Previously Approved Drive-through Restaurant with a Proposed Express Carwash Including Vacuum Spaces Consider the appeal of the Planning Commission’s denial of Conditional Use Permit No. 2021-16 and Commercial Design Review No. 2021-21, receive public comments, and direct staff to prepare a Resolution based on the action taken by the City Council to either: (1) Uphold the Planning Commission’s Action to Deny; or (2) Reverse the Planning Commission’s Action and Approve Conditional Use Permit No. 2021-16 and Commercial Design Review No. 2021-21.
